I followed the instructions to create a micro-sd bootable card for rasplex, but I always obtain a reinbow screen when I try to boot my raspberry-pi 3.
If I insert the NOOBS sd card in my raspberry-pi 3. the boot procedure runs without problems.
Any suggestion ?

It means your micro usb power supply isn´t giving enough power to your Rpi3 to run properly, get a new one of 3,1 amps
The advice of @videotecaCNSU above (of getting a higher power PSU) applies mainly to the case where you see a square rainbow icon in a corner of the screen (since that is the low power warning icon). But when the whole screen shows a rainbow pattern and the unit does not proceed with the booting, this probably indicates some other problem, especially when the same unit is able to boot other SD cards.
The most common reason for this kind of boot failure with RasPlex is that the wrong image file was used in flashing the SD card, though another fairly common reason is that a low class SD card was used. RasPlex really needs class 10 cards in order to work reliably.
Please try to flash your card again, double-checking that you use the image for an RPi2 rather than the one for an RPi1. The former has “RPi2” in its filename" where the latter just has “RPi”. And also check that your SD card is at least Class 10. That’s normally indicated on the card by a “C” symbol partly encircling the digits “10”. Alternatively you may see a “U” symbol encircling a single digit, which is a UHS speed symbol, and all those also match or exceed class 10 specs.

Thank you for your suggestions I will repeat all the checks regarding the image used to create the boot device, and also the correct type of SD card (class 10).
Concerning with the PSU I am using now, I have a Raspberry PSU of 2,5 amps and I hope it should be enaugh, btw if I cannot solve the problem, I will try with a more powerful one.

Thanks @dlanor, yes I was thinking about the square icon at the top right corner. Which thinking about it it isnt a rainbow square anymore with the new kernel but a yellow lighting icon so my answer could be deceiving
