Remote Access IP Binding

I have 2 NICs in my Windows 10 plex server. Both are on the same network, however one of the cards is going through a VPN, one is not. I am trying to specify plex to only ever use the NIC with static IP that I specify. However, if plex sees that nic is missing or the IP isn’t there, it chooses to connect to the other NIC. It also seems if plex see’s the other NIC first, it grabs it and ignores
Preferred Network Interface (yes I know this is for local but the docs do allude to it using this for remote as well) How in the world does Plex not have real IP binding? Does anyone have a solution to this?

When it chooses the NIC I don’t want to use, plex remote won’t work. Ports are not open for that IP etc. I’m starting to think I will have to separate out my processes to separate machines.
