Samsung TV - PMS is Currently Unavailable

Setting up PMS on a new desktop and am unable to get it to work on my Samsung TVs. It says “This server is offline or unreachable.”

Two tv’s, both with the same settings. One just popped up and is working (says it’s remote), but I’m still getting the issue with the other.

I’ve followed all of the steps at https://support.plex.tv/articles/204604227-why-can-t-the-plex-app-find-or-connect-to-my-plex-media-server/.
