Your problem looks like the windows update bug where on 10th July 2018 Microsoft released a windows update that had a bug which gave rise to failures such as these

Microsoft fixed the problem by a further update released on 16th july. Please run windows update and make sure you go through the restarts needed and to continue to check for updates until there is no more.
