Probably because there’s been very little demand for this. Most users will create / manage their playlists on their mobile or browser.

[REQEST] Add support for managing playlists (create, edit, add, delete)

Please add support for managing playlists directly on Plex for Apple TV. Right now, every time i want to add something to playlist, i have to pick up my iPhone and open up the Plex app to do that. It would be really nice to do that directly on the ATV. Add a button to the info screen (“Add to list”), then select the existing list or create a new one. Additionally add it to the context menu. Long press on an item to quickly add it to a playlist.
