Stuck at "Updating library, please wait" after update

I did a manual update since the scheduled one couldn’t be completed for some reason.
After updating Plex it shows this popup window with no progress at all.

After updating I can’t launch plex at all since I’m met with an error that reads “ERR_CONNECTION_REFUSED”

I’ll provide logs for both updater and the server itself Plex Media Server.log (3.4 KB) Plex Update Service.log (2.2 KB)
