I've not been able to find a clear answer to whether or not you can sync a video to the PS4. Is this possible? If so how? If not, do we know when that capability may be available?

To be honest I'm sure if it could be done, it would be done. It may be a device limitation but I'm only speculating.
I think the app is in its infancy. It will grow and mature over time.
