Since upgrading to Synology 7.2.2 (and updating to latest plex media server), video on my end devices continually buffer and are unwatchable.
I suspect this is to do with the removal of transcoding of certain file types in latest DSM version but looking for assistance please.

The changes in DSM 7.2.2 affected only Synology apps, not Plex.
The DS223j has an ARM CPU, and is not capable of hardware accelerated transcoding.
Moneyball is in AV1 format, which is not supported by your Samsung TV. Therefore, it must be transcoded by Plex Media Server. The CPU in the NAS is not strong enough to transcode in real time, therefore you experience buffering.
Acquire a version of the movie that will direct play, ideally in H.264/AVC or H.265/HEVC.
You can monitor playback via Plex Dashboard → Now Playing + Expanded View. It will show you if the video is transcoding. The dashboard will also show CPU utilization. When at or near 100% and transcoding video, you can expect buffering.
Looking at the Plex NAS Compatibility Spreadsheet, the DS223j can transcode 480p and 720p video, but will struggle with transcoding 1080p video.
Check the Dashboard during playback.
Is the video transcoding?
Is the CPU utilization high?
Upload the log files. Also upload the XML Info for the files (zip the file, the forum does not accept .xml attachments).
However, if the video is 1080p and transcoding, I’m not sure the answer will be different.
FYI, AV1 is a complex codec and requires more CPU cycles to transcode than HEVC or H.264. If your clients do not support AV1, then the server will struggle to transcode it. It is best to stick to video codecs supported by your clients, to minimize transcoding.
