I have tried to upgrade my Plex from Version 1.31.0.6654 to various newer versions over the last 12 months and every time I do the upgrade, it completes without errors, however when I attempt to reach the server at 192.168.1.x:32400 I get no response. I can ping the IP address, but when I attempt to reach the port I get no response. If I do a TrueNAS rollback, it starts working. I have not been able to find out what is happening to the port address setting…

I am running 2 servers on TrueNAS 13.0-U5.3 as well, I am upgraded to Plex version 1.32.5.7349. I use this process to update Plex. Update Plex – FreeNAS 11.3 | virtual.mvp I know it was written for FreeNAS 11.2/3 but it still works & has been bullet proof for me.
Since the upgrade process you meantioned seemed to do someting, but the server was SO SLOW it was really unusable, and for some reason was still reporting the old version. I then tried using PMS_Updater.sh, it reported it was already running 1.32.xxxx (odd, as plug reported 1.31.xxxx). So I did a FORCE option on PMS_Updater. So I ran PMS_Updater and FORCED a new install, after that the upgrade completed and is reported as 1.32.5.7328 and operating correctly.
