Unable to edit or add Plex Libraries

Windows Plex Server: 1.40.5.8854
Plex Client: Web Browser

Running Plex Server on Windows 10 for many years. Now I am unable to edit ANY of the Plex libraries, or add a new Library. In all cases the additional steps such as adding folders or accessing the advanced options is greyed out, also the Next button is greyed out.

All content can be accessed and streamed as normal from all Libraries.
New content can be added and becomes available to stream as normal

The Plex database (com.plex.app.plugins.library.db) is quite large at 1.35GB.

I have attempted to clean the database as per: https://support.plex.tv/articles/repair-a-corrupted-database/. Whilst no errors are shown, the recover.db does NOT get created, again there are no errors shown.

I have now completed the database recovery as per https://support.plex.tv/articles/repair-a-corrupted-database/. This time it was successful, however, the issue remains - still unable to edit or add libraries.

Make sure to use a regular web browser without any add-ins to block things.

Used Chrome and Firefox both from the local system. Also disabled Kaspersky A/V - no difference

You might want to get rid of Kaspersky totally.
There is simply no good reason for 3rd-party A/V software.
And in your case, I suspect that it might be doing something which causes the server to flood plex.tv with requests – which caused your account to get temporary blocks for months now.

@OttoKerner, thanks for your reply. I was not aware that I am flooding Plex.tv with requests or that my account was subject to temporary blocks, I have seen no evidence of this. I run Tautulli which provides me with statistics on the media that is being played and this shows nothing out of the ordinary. Where can I see this information?

Unfortunately you cannot that easily. Only Plex personnel can.
But there could be hints of it in the server logs.
Enable debug logging (but NOT “verbose”) in your server settings, then stop and restart the server.
Let it run a few hours, then look in the Plex Media Server.log for “block”, “blacklist” “temp”.

I have now removed Kaspersky AV and I also found a network conflict which has been removed (duplicate address of Default Gateway on Virtual Machine).

I have streamed some media and then viewed the Plex Media Server.Log (after approx. an hour). There are no entries with “block”, “blacklist” “temp” shown, however, there are a couple of other errors shown.

This particular error fills the log
WARN - Warning: ex: boost::filesystem::last_write_time: The system cannot find the file specified [system:2]: “D:\Program Files\Plex\Plex Media Server\Resources\Plug-ins-f36c552fd”, couldn’t check file: “D:\Program Files\Plex\Plex Media Server\Resources\Plug-ins-f36c552fd”

There are various other Errors and Warnings (too many to list here).

Note: I run Plex in conjunction with IMDBUpdateTool and I suspect this may have caused some database corruption. I have run the Plex SQLite.exe recovery, but I suspect there are still issues.

Perhaps it is just easier to recreate the Plex Server.

What would you suggest.

Did you really install PMS on drive D:?
I cannot recommend that. Try to keep it always in the regular location for program files. It only requires 260 MB of space.
Moving the installation location does not move the Plex data folder (which is the real space eater).
