Unable to play .mov & .mp4 videos on iOS devices

I’m having the same issue with same log prints. works just fine from computer browser - but trying from iPad or iPhone, either mine or friends I’ve shared with - the Photos library doesn’t work - movies and TV shows and other videos play just fine.
