Unable to seek while playing a 25FPS video

I’ve noticed when playing a 25fps video with any player (Roku, Android, Web), I cannot seek forward. I have tried re-encoding the file but the encoders I’ve tried (MVKToolnix and Handbrake) keep cutting it off 34 minutes earlier than when the video actually ends. Has anyone found a solution for this kind of issue?
