Video "blocky" when starting recording

I have a setup with HDHomerun Quattro and Plex running on a TerraMaster F2-421 NAS. At the start of recordings (any channel) I get 1-2 minutes of “blocky video” before the picture plays OK. This happens on any player (Mac, Linux, Android). I can avoid this by starting my recordings early, but I’d like a proper fix. Is this a transcoding problem?
