How many folders do you have for Music?

The biggest reason “When changes are detected” fails is because there are more folders in use than the default provided by the Linux kernel (DSM uses Linux)

There is an easy remedy for this so you can have Partial and When detected work as they should. You won’t need periodic & full anymore.
