You currently can send messages to users when you actively stop/cancel their playback from the activity view / now playing dashboard.

This is also where you can easily see who is watching stuff on your server.
Alternatively you can enable and configure Push Notifications (requires Plex Pass):

  1. enable push notifications on your server (check Push Notifications in Settings > Server > General)
  2. configure what messages you want to see on your supported client
