It’s possible stream 1080P on some of that servers?

The former.
1080p doesn’t take more than 12mbps with acceptable quality.
Often even less if the file is encoded with care.
So in theory, the first offer should be enough.
If you have it really for yourself. If they throw more customers onto the box and even restrict cpu time, then you can forget about Plex. (This is the difference between a private server and a ‘virtual’ private server.)
Keep in mind that Plex is not really made to be hosted in a datacenter, on a publicly accessible IP address. Expect a steep learning curve, unless you are already TCP/IP-savvy.

It has just an Atom CPU. These are no good for Plex, unless you prepare every file so doesn’t need to be transcoded. Which means more or less you restrict your quality to the lowest common denominator.

Yes. If you have the line all for yourself. If you must share it with others, then it depends on the rest of the users.
