Is it time to merge 4K and 1080p libraries? Will Plex transcode 4K movie or 1080p played on mobile?

Can someone confirm if this feature is enabled in the latest version (NON plex pass)? I’m asking because it sort of sometimes works, but it’s pretty confusing. It works for some but not others.
