Provide Ability to Turn off SSDP Pinging/Support

This is in regards to this thread: And a subsequent re-open of the same topic here: Currently, Plex pings the network for SSDP-related devices and the result is a chatty log as well as a feature that might not be needed for some (most?) networks. It would be great to turn this off. Additionally, another consideration is that these pings are indeed recorded in logs, so that whenever someone shares their Plex logs on these forums, anyone who downloads them can get a good idea of what their…
