Windows 10 updated, now plex won't even connect

I noticed Plex wanted an update a day or two ago, so it did.
Windows also wanted to update to the latest features, which I allowed.
Reboot.
Plex works. An hour or so later, it’s totally unresponsive. Not the machine, but plex itself.
I check tasks and Plex Media Server is running. Kill it, restart, no help.
Reboot the machine and everything works for a bit.

Specs:
This is a virtual machine with task scheduler starting plex.
Latest Plex Server Version 1.23.2.4656 w/ Plex web Version 4.57.4

Also Remote Access isn’t working. Checked the firewall and nothing has changed there, everything looks right.

Did MS crank the security up on this latest patch?
