Xbox One Cast doesn't work anymore

Yesterday when I tried to cast from my phone to my Xbox One I noticed that it no longer shows up on my PLEX app on my phone or any of my other devices.

So far everything I’ve tried hasn’t work.

Hard restarted my Xbox One
Reinstalled PLEX on my Xbox One
Relogged into PLEX on my Xbox One
Updated my PLEX Server
Factory reset my router
Changed the IP and host name of my Xbox One

Nothing has worked but the Windows 10 UWP, my phone and my PS4 still show up as options. My PLEX server still shows up on my Xbox One and plays videos just fine.

So I noticed that the Xbox One does show up on the Windows 10 PLEX app but only when playing a video and doesn’t show up on the web or android apps.

The move to UWP has broken playto in Microsoft Groove, my guess is Plex is similar.
