I think that’s a similar solution to the one I tried from HowToGeek (linked in the main issue) although that was a ‘range’ option so perhaps ranges don’t work as well. Just to clarify… Which IP address should I put here? The one for my PC, router or NAS storage …

no stupid questions just stupid answers… You would put the IP of your Plex Media server so whatever PC IP that has the Plex Media Server installed and running on it. Not your router and not your NAS (unless you run plex on your NAS)

Piggybacking here, plex server is on my nas.My friend connects wired via plex web app.there is no internet now, which client is needed for my friend to connect without internet ? Friend using windows 7

You should be able to specify an IP and port in each client and not need internet access or remote access enabled.
