Interesting, @nyet, I’m seeing no runaway UDP socket memory usage on my router (or the server hosting PMS) or dropped UDP packets. I think you’re seeing a different issue to what those of us with minupnpd related problems have observed.
Just adding my response to this thread too:
Ubuntu 18.10 behind OpenWRT with miniupnd: I got this 100% CPU usage as well, goes away when I disable upnp on the router and restart Plex Server.

Updated to latest public Plex media server release and re-enabled UPNP - not seeing this behaviour anymore. (for now, will update if that changes)
Update: Nevermind - still there, just took a few minutes to appear.
