4K HDR movies not playing automatically, playing optimized 1080p instead

I am running Plex on a shield pro. When I select to play a 4k HDR True HD 7.1 movie it will play the optimized 1080p version instead of the 4k version. I have to manually select the 4K version to get it to play. Once selected the move plays fine. None 4K HDR movies will play automatically and not the optimized version. Is this a bug or am I missing something?

What is your default settings set to?

I just double checked, only the 4K HDR movies are playing the 1080p versions the non HDR movies are playing the 4K versions.

When I manually select to play the 4K HDR file the server is playing both audio and video direct and there are no issues with the playback.

The shield is connected via Ethernet cable on a 100 gig lan connection.

Player setup:
Auto Quality is Off
Home Streaming is Maximum
Remote Streaming is 3Mbps 720
Play Smaller Videos at Original Quality is on.
