Yep that’s an encode. So probably a badly done one.
Some Plex clients are far less tolerant of bad encodes than others.
Ref Frame counter is pretty critical. Without a reference frame (full image), and enough of them, it has nothing to base subsequent deltas (changes) off of - often resulting in decoder (codec) breakdown.
The other critical parameter is Profile. Use the wrong one and it will also go sideways
Since 2160p is 4x 1080p, a 10GB file is like playing a 2.5 GB file in 1080p. You definitely get what you pay for.
