4K Media - Optimize - Transcode

Quick question about optimized versions of 4K content:
If I optimize 4K down to 8mbps 1080p, and a remote client comes in and requests 4mbps 720p, which version is Plex going to try to transcode? Is it going to gram the 1080p and transcode down to 720p? Or is it going to get the 4K content and transcode? I haven’t seen any explanation on this.
