64bit PMS Win client / Hevc main 10 / Apple TV

I recently noticed an issue with the Apple TV 4K 2 and trying to watch mkv formatted files. My PMS is transcoding from hvec main 10 to various formats and the only one that seems to work is SD format when it does work. My hardware is OVERKILL for what it is and I would imagine this isn’t the cause. When I watch the same files on an Android based tv it works fine no matter what. On the Apple TV it seems to have the issue every single time a mkv file is played. You can stop and rewind it and it will play up until the point it stopped originally.

Symptom:
The Apple TV will play the content, work for about 10-30 second and the freeze. Sound will continue to play and no matter what is done to get the video to play it will not until you exit and reply the content. This issue is not present on an Android based tv, it works flawlessly.

Hardware:
I9-9900t not used for transcoding
Rtx 3060 hevc main 10 is supported
Ssd media for all content
Nvme used for transcoding alone
Dual 5gb nics load balanced - 0 packet loss

I am using top tier hardware to transcode instances as fast and as high a quality as possible. I have things set to make my cpu hurt and the very slow setting to minimize file sizes needed to be sent due to the 12mb upload I have.

Any assistance or guidance would be much appreciated. I’ve tried adjusting just about every setting. My isp sucks and am not in a position to upgrade. 360down 12up. I believe the issue to be with the Apple TV but there really isn’t a good way to report an issue so I’m posting here.
