A problem has been detected with a core component of Plex Media Server

I have installed this on windows 2016 server which runs on a Dell server. Right after the installation when i open the plex server it tried to load the plex server but displays an error message " A problem has been detected with a core component of Plex Media Server."

I am having the exact same problem reinstalling on Debian, Log files only show one error, error issuing curl_easy_perform(handle): 28

Same issue when upgrading from Windows 7 to Windows 10
