That indicates the upgrade was unable to overwrite the old files. Not sure why it would have that problem. You can try uninstalling the version you have first, then install the new one. It will not affect your current setup.

Can’t setup a new instance of PMS.
When I uninstall the old setup and reinstall a new setup. the old server comes up.

That is impossible.
Did you miss the necessity to load the web app directly from the local IP address of the newly installed server?
(i.e. do NOT use the domain name or the remote IP)
