That’s not possible currently; the ability to delete media can only be set globally. So, at least for now, your only option is to control it via permissions. There are however multiple feature requests for library-level media deletion control:
I would prefer to enable / disable ‘Allow media deletion’ for a specific library rather than the entire server. Some of the content is temporary and it’s more convenient to delete it after watching rather than chasing it down at the file level on the server itself, AND I don’t want to risk having content deleted from other libraries.

Up till now my use of Plex has been pretty vanilla. And, of course, by “vanilla” I mean “not at all.” There was always some deal-breaking lack of functionality or flexibility or bug that made using it more of a hindrance than even a basic tool. i.e. DVR folder but not Movies…
