Searching actor for movie is useful, but actor’s info is only available if it’s matched from one of the agents.
If it’s not available from those agents, there’s no way to edit the cast of a show. In the interface at least.

Generally the cast information is already available like you said from the Agent (TVDB or MovieDB) If it isn’t there why not just create an account on one of those sites and update the information there? This would then update for everyone that uses Plex.
