what clients?
what is your server hardware?
what is your network?
what does the dashboard or tautulli show for a problem video? screenshot?
server logs? Plex Web > settings > troubleshooting > download logs > drop the whole zip into a reply

how do i get the logs to you/? and my hard ware is a D link ax very new router and windows 10 pro desktop 3ghz dual core intel and 8gigs of ram

are you trying to play videos through the web browser?
or are you using plex for windows, or plex media player (2 different windows players)
or is the windows desktop for the plex server?
playing thru ps4 app
coming from my desktop sever to my ps4
x264 avc high bit rate files stream just fine it x265 1080p and 720p that buffers
I am no playstation4 expert, but from other posts in the forum, its is horrible for plex.
based on these logs, it appears ps4 is not compatible with the audio so it is being transcoded, and if subtitles are enabled, that could cause the video to be transcoded, which hevc can overload your server trying to transcode.

the hevc is being transcoded to x264
converting hevc takes a lot of cpu, depending on how new/old your cpu is, can make a huge difference if the cpu is strong enough.
is the windows task manager showing 100%?
if you have subtitles turned on, you can try disabling them to see if the video will direct play.
will a graphics card help?
possibly, but gpu transcoding requires plexpass.
secondly, ideally you want to avoid transcoding in the first place.
thirdly, you can buy a roku 4k for cheap and probably have better luck for less cost than gpu+plexpass.
