Add support for GPU based subtitle burn-in when transcoding video

I have discovered a tool that can burn-in subtitle, such as PGS, into the video using the GPU. Today the Plex Server can only perform this process in CPU.

This tool uses FFMPEG, so it would be great if Plex Server can add this function as well.
