I hear there is a kind of “companion” app to Plex which allows something like this. But I won’t link to it, because I can’t imagine a legal use for it.

Why wouldn’t it be legal to have a list where users can vote?

The voting part is not illegal. But what follows, very likely is. And that’s all I will add to this topic. No need to argue semantics or anything.

That’s a huge generalization! There are many countries around the world where downloading content like movies etc. is even legal! And in my case I’m talking about recordings of family vacations, sporting events of the family members on dvd’s or even tapes, hundreds of hours of recordings from GoPro…
