Adding items to a Collection from some places

Why can’t items be added to a new collection (using Add to Collection) from the home screen, search results, or recommended sections of libraries? They can only be added to existing Collections. Otherwise, the only way to do it from those places is to select items, click Edit, and add the Collection via Tags.

STEPS TO REPRODUCE:
Select items
Click ‘Add to…’
Click ‘Add to Collection…’
Enter name for Collection
Click Create

Error: Something went wrong. Make sure the server is available and try again.
