Adv. option to change seek hotkey and seek length

Currently when I’m on my PC watching videos, I can only seek left and right using the left and right arrow keys. The left key seeks backwards by 10 seconds, while the right key seeks forward by 30 seconds. These numbers feel a bit arbitrary to me.

I would like to have an option to change these lengths. I would prefer them to be tighter to be more like 5 or even 3 seconds.

The best option would be to have separate hotkeys for long seeks and short tight seeks in the 3-5 second region. Thank you.
