dont have external GPU card, just intel gpu hd 620, and forgone can use hd 620 hw, because I use intel_gpu_top can see usage, when I upgrade plex server, I found intel_gpu_top always idle and cpu usage high when stream movies.
and I test emby, emby can use hw trancodeing.

You are running PMS in a VMware workstation VM ?
vmware esxi 6.7, and I have setup passthrough with VGA HD Graphics 620
Then it should work. I do not have ESXI here to test with otherwise I would.
As a test however, rename /usr/lib/plexmediaserver/lib/dri/iHD_drv_video.so to something else (add a --not-yet or similar to prevent loading) and retry.
May I see the logs of this latest attempt please?
I am concerned about this video.

The video profile in the file is not within the allowed list.
Pull known good samples from here.
I use these when customer supplied videos are in question.
These are known coded to standard.
