OPUS is better than MP3, ACC, etc. That is fine, but it would be nice if we could transcode to a higher quality codec when appropriate. I don’t really appreciate it when 24 Bit 192k FLAC gets transcoded all the way down to 256kbps OPUS. Would be nice to just resample that down to 16 Bit 44.1K FLAC instead.

Everything above 128kbit Opus is transparent for any reasonable listening environment. On the go your environment will be too noisy for any noticeable difference, and most likely even your home has too much background noise for it to matter outside of placebo.
Plexamp doesn’t need higher quality transcode than what is available. It need to be able to play every format natively as well, when the user wants the lossless experience for whatever reason.
