On a Windows 10 computer

It stopped once after a reboot.  Other than that, it has been continuous.
Tried repair install.
Tried clearing out local data and having it re-created.
Tried removing libraries.
Tried removing external hard disk.
Tried renaming the PC.
Tried changing DNS server to 4.2.2.4
Tried booting with no network connected – this fixed the issue – until I plugged the network cable back in – decided it was a network issue at this point
Tried disconnecting the network while issue was occurring and it persisted.
Tried removing all other DLNA devices from the network.
Tried using wifi connection rather than Ethernet.
Killing the tread manually seems to not effect anything.
Unplugging the network TV tuner didn’t fix it.
The thread that is using the CPU is in the module ucrtbase.dll. Its user time and cycles are continually growing. The process is Plex Media Server.exe.
The stack on the runaway thread seems to expand from a call to cppnetlib-uri.dll!boost::network::url::detail::parse That is always on the stack after the Plex Media Server executable.
And then I disabled MiniUPnP on my OpenWRT router and that fixed it. Marking this as solved and posting it for all the others who have similar issues.
