Answer from a developer please: Which skills needed to ad this feature?

Hi,
I want to hire someone (through fiver or something like that) with programming skills to make this happen: https://forums.plex.tv/t/tool-request-content-of-txt-file-in-media-folder-to-plex-db-field/764712

But what skills should this person have? Does she/he have to write to the mySQL database or should she/he use the API and doesn’t need mySQL knowledge at all? Is someone with python knowledge alone capable of solving this?
