Anyone try the new apple tv 4k box with plex ? any issues ? I was thinking buying one any issues playing 4k ? is video image quality good ?
The latest Apple TV 4K box has been out for 2+ years now.
The Plex app supports the native video/audio formats via the native Apple player (see Apple specs). If you have a Plex Pass you have access to the new/experimental “enhanced player” which direct plays more video/audio formats.
Read through the forum to see about issues folks have run into; personally, I have had very few and use Plex on the ATV 4K as my daily media player.

just be advised, apple tv 4k does not support truehd+atmos, if that is important to you.

What is true HD ?
truehd is the HD audio that is included on many 4k blurays.
another is dts-hd-ma.
they are both different brands high bitrate lossless surround audio.
so if you intend to rip and play 4k bluray disks, the apple tv will not pass through the hd audio.
so, if any of that hd audio is important to you, you should understand that it does not work with apple tv 4k.

Would you go with Nvidia Shield or firetv cube over apple tv box 4k ? and is video quality better ?
the shield is the only mainstream device that can pass through the HD audio.
shield is not perfect, but works well enough.
my experiences with fire devices have been bad, I would not recommend any of them, but other people may like them.
I would recommend a ROKU device, if you want to keep it cheaper than shield or atv, but still no HD audio.
not everyone needs or wants HD audio (for example, if you do not have an atmos receiver or soundbar), so again, only you can decide if that is important to you.

Those codecs / audio formats make a difference, if you have respective equipment. As per TeknoJunky’s post… you’ll e.g. need a respective A/V receiver and/or sound system supporting that format in the first place.
Video quality and general user experience are pretty good. Same as darcilicious, I’m using my Apple TV 4K as my main player (haven’t touched the Android TV built-into my TV ever since 
What reciever and/or TV will you be using with your Plex device? As stated, if you don’t have the equipment (receiver, speakers, 4K TV, etc), you may not even be able take advantage of the higher end audio or video formats.
My tvs a lg oled c9 my receive is yamaha 1050
And do you have a 7.2 speaker set up? If yes, go with the Nvidia Shield; if no, you would be okay with that or an Apple TV 4K (I don’t know about Roku for high end stuff so I can’t speak that; from the forums, it would seem the Fire TVs are crap).

Nvidia Shield Pro 2019 is far most suitable device for your receiver capabilities. As darilicious said if your using 7.1 or 7.2 speaker set ups and or atmos speakers definite go with the Nvidis Shield

apple tv 4k or nvidia sheild neither does have digital out. With sound bar setup its complex and hard to get lossless audio out.
I did found a way for playing dobly atmos via a 3rd party app which support all audio but a yearly subscription of 10 dollar for pro version. It does play local 4k atmos file in atmos flawless via plex
server.
Not an issue for OP. Yamaha RX-1050 has 8 HDMI inputs and supports TrueHD + Atmos and dts:X/dts-HD MA.
Not TrueHD + Atmos on the AppleTV 4K.
Apple restrictions do not permit TrueHD passthrough. TrueHD audio is converted to multi-channel PCM, which removes Atmos information.

Maybe you want to have a look at what those vendors have to say 
Both devices should be able to process the given formats – in some cases they might not output them in all combinations
