Are we ever going to be able to use the Xbox client in Offline scenarios?

As per the title, are we ever going to be able to use the Xbox client in one of the various potential “offline” situations?

Say Microsoft have Xbox live issues.
Or the available internet connection drops.

Or is that something that is simply never going to be available? I realise this question would require an answer from the devs on future planning, but I’d like to know if it’s in development rather than asking for an expected availability date.

MS XBL had another meltdown today, which meant I received phone calls at work asking “Why is the Xbox asking if I own the Plex app?”.
I imagine that’s due to the digital licensing (digitally licensed albeit “free”). Is there any capacity on Xbox to deliver the app outside of this connectivity required licensing platform? (for instance)

This is a Microsoft thing, nothing that the Plex guys can do about it. Phil Spencer, the Microsoft Xbox head honcho, has said that they’re looking into it. That was a good few months ago, and there’s been no word since.

Only if you set your server for DLNA can you browse the content offline with the XBox… but then you’re not using the app.

I’m not sure how reliable this story is (http://www.windowscentral.com/windows-10-mobiles-uwp-file-explorer-app-appears-xbox-one), but in the latest Xbox One preview there is a file explorer app. The thinking is that the file explorer app was added specifically to allow UWP apps to store files locally on the Xbox One. Hopefully that’s true and Plex takes advantage of it.
