On iPadOS, and likely iOS as well, the “Rating” option seems to erroneously sort by name rather than by rating.
What version of Plex do you have installed on your iPad?
In any way… I cannot reproduce this on the current TestFlight beta. So if this has been an issue, it appears Plex already fixed it.
