If I had to get a new server nowadays, I’d still build it myself (or get a store to build it for me according to my specifications).

General recommendations:
- Look up prospective CPUs here https://www.cpubenchmark.net/
- If it’s an Intel CPU, determine its “code name” with a search on the Intel website e.g. “Kaby Lake”.
Use this code name to look up the capabilities of the QuickSync unit e.g. here: https://en.wikipedia.org/wiki/Intel_Quick_Sync_Video#Hardware_decoding_and_encoding - If you have CPUs with comparable overall passmark ratings, but one of them has higher “single thread rating”, always prefer the latter.
