Better buffering in all Clients

I have a slow Internet connection 3.5M Bps down and only 512K up.  This makes it impossible for me to share anything but Music and Pictures.  I have been told that the IOS client used to allow a person to buffer the entire movie if necessary. Clients running on Windows, Mac or Linux should have access to disk space to temporarily save a movie. IOS and Android clients with enough memory should be able to as well. Even Roku clients with a USB drive should be able to buffer an entire movie. Many of us are in the same boat with no option to increase up speed and we need this!  Even though Netflix usually does not need to buffer and shows HD as the quality. I have to set the Plex channel to 480P and transcode/stream to access shared servers.  I have a small HD TV,, Just 26" at present but plan to upgrade soon to a 55" TV and then i will probably care a lot more about playback resolution.  I realize this would cause a long delay before a movie starts playing, but it is better than not having the option at all.  I know you don't want to have the download option available to shared servers because of copyright issues, but a big buffer is not the same and could be deleted when the channel is exited or another movie is buffered and could even be encrypted or saved in a strange format usable only by the client.
