app.plex.tv is unable to connect to “SHIELD Android TV” securely
certificate reset perhaps? No client will connect properly

Have you claimed the server yet, which registers it to your plex.tv account?
Use a private/incognito browser window from a system on the same network as the Shield (i.e. not a remote connection).
Point it at the IP address of the Shield, using http, not https: http://shield_ip_address:32400/web.
For example, if the IP address of the Shield is 10.1.2.3, use http://10.1.2.3:32400/web.
Can you login and access the server settings?
You may see warning about insecure communications and/or “this server is not hosted at plex.tv.” Those are OK, since you’re using your PC to communicate with a server on your network.
