I have found a playback issue with certain HEVC 4K encodes which is 100% reproducible on multiple devices, both remote and local. The media playback constantly stutters and plays at a framerate less than the video framerate even though no buffering is occurring. The audio stream plays smoothly, but is not in sync with the video file and gets further out of sync as time passes.
- Issue is unique to plex desktop player. The files that cause the issue play correctly on other devices.
- Issue occurs across all PC hardware and network scenarios I have tested including multiple different PCs on both local and remote networks.
- In all cases I have tested Plex direct plays both the video and audio unless forced to transcode. Forcing a transcode retains the low framerate and stutter UNLESS the transcoded bitrate is lower than the original bitrate of the file. For example if the original video stream is 10,000 kbps 4K HEVC HDR, forcing a transcode to 20,000 or 12,000 kbps 1080p AVC does not solve the issue. However a transcode to 8,000 kbps 1080p AVC solves the issue.
The issue occurs with only two encoded TV series I have found, with every episode in the series. I have been unable to determine any clear difference between these encodes and any other 4K HEVC encodes.
