Bug Report: Plex Blocking Remote Access Unless Logged in, Ignores Networks Allowed without Auth

Server Version 1.12.3.4973
Web Version 3.41.2
Server OS: Mac OS X El Capitan 10.11.6
Browsers: Chrome, Safari, Firefox.

It seems plex is still not allowing you to access it remotely using an allowed network without auth. All that works is my local subnet. However it is not allowing the remote IPs which are allowed. I can see in the logs where it determines it is an allowed network, however it instead redirects me to app.plex.tv for login. To rule out cookies, localstorage, etc I have been using various different browsers in private mode.

I have tried this with the server logged in and without it associated with my plex account. In every scenario it breaks. In fact it seems that if I logout it breaks the connection to the outside world entirely and port 32400 stops responding. It then locks down the remote access page and disables editing anything, and shows no IP details.
