Building new Plex server

I am in the middle of building a new house and want to build a new Plex server that will also host my home website and play around with home automation. I currently have a server I built for Plex only that is probably 2 years old now. Since I built my current server I have added a ton of TV and movies and I have given access to my family and some friends. Sometimes the server is slow when I have more than one outside user on it because of the transcoding. With my new server, I want to avoid that and build something that won’t be limited by up to 5 users. Here is what my server looks like now:

Motherboard: GIGABYTE GA-Z97N-WIFI LGA 1150 Intel Z97 HDMI SATA 6Gb/s USB 3.0 Mini ITX
Processor: Intel i7 4770K 3.5GHz LGA 1150 Quad Core Processor
RAM: 16 GB
Storage: Lots
Software: Windows 10, using Sonarr and Radarr to for TV and movies

My new house will have a portion of my mechanical room dedicated to being my server room so space won’t be an issue. I would like to build it in a rack with the ability to expand the storage space as much as I need. Currently, I have two 4-bay USB 3.0 hard drive enclosures that are full and am thinking a rack would be much better. My budget limit would be around $5000 or so including software if that is possible. This would be my first jump into building an actual server so I am looking for some advice on the build process, software and components I should be looking at. I have been watching a ton of YouTube videos but haven’t found any that are being used for specifically what I want. If you know of any forums that I can go to for server builds I would love to read more on the subject. Any help would be great.

My personal preference is a Synology NAS for the Storage and a PC for running the media server. They make rack mountable units but my 8 bay sits nicely on a normal 19 inch rack shelf. The separation between storage and CPU/Transcoding power gives you flexibility and a simpler upgrade path a couple of years down the road.
