I know plex has been been banning users who sell access to their server. I’m trying to avoid breaking the TOS but I can’t find anything on payments. Are my users allowed to make donations?

Now the question would be is it for access then NO.
If it’s for maintaining your server as a guest uses, maybe. I find that a grey area.

Yeah, I’m not charging for access to plex. Users want to donate because I spend a few hundred a month on storage, bandwidth and website administration.
That’s what I’m saying, it not in the TOS. You can charge anyone money for use of your computer but you can not charge for access to your plex Library.
Yes and your last statement is correct. Plus fair ware and tear to your hardware, Utility costs like electricity and UPS maintenance, emergency backup.
Advertising the fact may put you in a legal bind though.
Communal ownership of hardware would be a safer option, I believe.
