Can I enable the DVR features for another user in "my home"?

I recently got a plex pass and got my HDHR Prime working with the DVR in Plex.
I’m not seeing a way to enable the DVR functionality for my wife’s Plex account though.

Is there some way I can enable this for users who have their own accounts?
